TEAGUES GROVE HOME OWNERS ASSOCIATION

BOARD MEETING

Minutes

APRIL 28, 2007

 

 

Meeting was called to order at 8:30 AM by Russ Woolard.  Other members present were Robert Stacy, Kent Baker, Tom Buckner and John Hoyle.  Kelly Hoyle also attended.

 

Roles and Responsibilities

 

The Board of Directors is empowered to name elected individuals to the positions as required by the Covenants and Restrictions.  There must be a President, Secretary and Treasurer.  John Hoyle was named President, Tom Buckner as Vice President, Robert Stacy as Vice President, Russ Woolard as Secretary and Kent Baker remained as Treasurer.

·        Architecture – John  Hoyle stated and discussion followed that an Architecture Committee must quickly be filled with 3 to 5 homeowners as required by the Covenants and Restrictions.  Currently 3 Board members serve in this capacity.  One Board Member would serve on the Committee to ensure oversight and adherence to the Covenants and Restrictions.

·        Covenants and Restrictions – Robert Stacy identified several areas of concern within the Covenants and Restrictions.  It was discussed that the word “Developer” must be removed from the Covenants and Restrictions.  This still requires a vote of 90 percent of the homeowners.  Robert Stacy will create

 

 

Operational Issues

·        Pool

Russ Woolard said that the Pool Opening is to be determined by the progress made by Sparkle Pools, our vendor, who is scheduled to open the pool on May 1 or 2nd.  Opening the pool is defined as removing the cover, cleaning it and preparing it with chemicals. This process then requires a minimum of 14 days before it is deemed a healthy environment in which residents can swim.  The vendor will also repair the underwater pool light which has been unusable for a lengthy period.  The Plumbing  vendor is scheduled for April 30 to turn the water on and rebuild the backflow preventer ($210.00) within the pump enclosure.  There are no expected Issues.  A Cover pump purchase may be required at a cost of $30.00.  Kent Baker stated that the Pool license from the Department of Health of Tennessee has been requested for 2007 at a cost of $340.00.

The Pump area enclosure fence requires repair, most likey some bracing and reattaching to the exterior fence.  Tom Buckner will investigate a resource to repair this.  The rest rooms were painted last season as well as the fence.  A new pool cover will be required at the end of the 2007 pool season costing approximately $1,400.00 to $1,600.00.  Vendors are being identified for a safety pool cover such as Pro-Mesh and MeyCo.  Pool keys will be available in 2 weeks for new families.

 

John Hoyle mentioned that the pool parking lot is being used after dark.  Tom Buckner accepted the action to evaluate lighting for the parking area to discourage inappropriate activity.

 

 

·        Web site

Enhancements were discusssed.  Kent Baker to solicit ideas.  Russ Woolard stated that many communities in the Atlanta area install entrance banners providing congratulations to High School and College Seniors each year and also profile them on the association websites.  It was unanimously voted by the Board of Directors to purchase a banner and start this Senior recognition this May.  Board members inquired if there is a way to implement a Message Board function  on the web site.  Kent Baker responded that he will look into it.

 

·        Basketball goal will be purchased and installed at the pool parking area.  Tom Buckner to kickoff this project.

 

·        Pool Parking Lot requires resurfacing.  Tom Bucker will contact Quality Sealing and Striping for a quote.

 

 

Landscaping

·        Seasonal mowing is underway - same vendor as last year.  The Board is satisfied with the vendor’s performance.

·        Limited trimming required, such as the pampas grass at pool, at the entrance median strip,  pruning of Bradford pear trees and  planting of additional day lillies @$3.50 per container which will be low maintenance plantings.

·        Russ Woolard mentioned that Phase II of the master plan is to participate in the State of Tennessee Dept of Forestry sapling program (i.e. 100 saplings @ $50.00) – which provides hardwoods and pine varieties.  There are only spefic months that they will ship saplings to tree planters.

·        John and Kelly Hoyle identified a Yard of the Month recognition program.  More details to be explored.  We would like to start this recognition next month.

·        A Dogwood and flower sale was discussed.  This would be scheduled annually in early April.

·        A landscaping Committee needs to be formed.  Russ Woolard to ask several homeowners of their interest.

 

Maintenance

·        Pressure washing of entrance column caps is required and should cost approximately $100.00. This is to be scheduled.

·        Repair of entrance lighting on the north side will be looked at by an electrician according to Tom Buckner.

·        Repainting of entrance sign is long overdue.  Paint to be purchased by Russ Woolard and Tom Buckner will perform the work shortly.

 

 

Treasurer's Report

·        Budget Review conducted.  Please access at <http://www.teaguesgrove.com/2007%20Budget.pdf>

 

·        Dues and late fees were discussed.  Late fees are being invoked.  See further discussion below.

 

 

Architectural Committee Report

·        Need to add 2 to 3 homeowners to this committee.  John Hoyle and Robert Stacy assumed responsibility.  There will be a limit of 2 Directors assigned.

·        Outbuilding definition to be evaluated such as square footage minimum and maximum as well as material specifications.

 

Covenants and Restrictions

·        Robert Stacy stated that TGHOA’s Covenants and Restrictions overhaul Strategy must be changed.  The question was raised as to how and where do we go from here.  The Board unanimously supported the decision to request recommended changes from TGHOA home owners and post them on the web site.

·        Robert Stacey stated that we should immediately print and have ready copies of the TGHOA C&R’s for new owners.

·        John Hoyle stated that a Committee must be created and homeowners must be recruited (at least 2 to 3).  Robert Stacy to query potential members.

·        First step is to change Article 10- The covenants need to be amended to remove Saddlebrook from any rights to the subdivision.  The Developer still maintains control over the Common areas, i.e. pool.  Robert Stacy asked Russ Woolard to write a letter to Saddlebrook asking them about transfer of the title to the common areas.

·        Dues – It was a unanimous vote by the Board not to increase Annual Dues.  They will remain at $300 per year and $75.00 quarterly.

 

 

New Business

 

·        Social Chair Person – A replacement is needed to further family and community support.  The Board believes that the gesture of delivering meals to new families should be continued.  Social functions will continue to be supported.

 

·        Newsletter – a newsletter will be revived and published next week.

 

·        Email box for TGHOA homeowners is needed so that news items can be easily communicated to the TGHOA editor.

 

 

·        Reemphasize the speed limit and also quickly request a speed assessment from Knox County.  All Directors unanimously support the installation of speed reducing measures.

 

There being no further New Business a motion was made to adjourn.  The Board adjourned at 11:15 A.M. EDT.
